i was curious why CSW would interview a child about abuse if this child was never even considered to be or talked about being abused?

example: three kids, ages 8,8 & 10. two younger kids come home after being at other parents house with bruises and fat lips. they state they were beat (punched in stomach and face along with other things to cuase pain to them). the other child was perfectly fine( no marks anywhere on her).
the child couselor called CSW for abuse, they come over do the interview and when all said and done tell the kids mother that there isn't enough evidence to do anything. afterwards we find out the the third child said the other two were lying. so they took her word. now the younger two are so scared they don't even want to go to their fathers house. we have reports from school counselors, a phsyciatrist and the police about what they saw and were told. now after 3-4 weeks we still can not get the final police & CSW report so we can go to court. we keep being told it is done but is still active so they can not release it.
if anything happens to the kids during this time can their mother and i be held responsible? we are calling daily and getting no where. the phsyciatrist is extremely upset that nothing was done as is our attorney. any advice on this?

well thats the kicker. the officer told us he'd have it ready for us two days after. which would have put it on the 6th. the attorney was hoping to get things started by the 8th. didn't happen. now we were informed he is now fighting child support before he even ever paid one payment. but we found out there is a hearing on the 6th of January for that so now the attorney is looking at the hearing date to suprise him with all this.
