Questions about a local city council

Let me start out by saying, I have been searching on here for awhile today looking for my answers, with that in mind I am not a law student (never attended college) and am by know means looking to sue anyone. As a matter of fact, i do not live in the city in question, I am only on the volunteer fire department.

For as far back as I can remember, there has always been two groups fighting for control over our city and it has caused a lot of problems because of it. 3 years ago, it got to the point that the council fired the entire fire department (all volunteer with the exception of the chief who was a full time employ) with the exception of 2 people and brought 5 of their own people to run the department. Simply put, there was never a reason for us volunteers to be fired, just one for the chief. I could go on about that council, however I am sure you get the idea and I don't really want to write a novel about it. A year ago after the elections in April, the councils power switched sides, and the department was put back like it was before (for the most part), in the past year response times improved greatly, property damage has been reduced, we managed to get some much needed equipment upgrades and new equipment. Things were going good. This past April however, 2 council member spots and the mayors position was up for election, the previous mayor was reinstated (from 3 years ago, also to note, there are 4 council members on the board), and the two council members was convinced to run by members that was on the board 3 years ago. Our fire chief has already been fired and a new temporary fire chief put in his place, the rest of us are waiting for the same to happen to us.

My questions are, is there anything us firefighters can do to legally protect our selves from being forced to quit fighting fires (one of us has been doing it since the fire department was started).

My next question I will have to add some more details so bare with me, it will also reveal a little about how screwed up things are. The April election resulted in a tie for the mayors position and a second election was held the following month. The second election resulted in a win by 2 votes. The County Clerk who counted the votes, is kin to the biggest supporter of all 3 candidates that won this election (the supporter was just released from jail after serving time for a felony charge a short time before). Since the election it has been looked into that several people who voted do not live in that city. My only question is, if its proved that 5 or so voters do not live in the city and did in deed commit voter fraud, would it effect the election results in anyway or force another election? I do not think anything will ever be proven or done to those individuals as the County Clerk refuses to even look into the matter, just wishful thinking.

Thank you for your time, if anyone needs anymore information I will gladly give it. I left a lot of details out, as this isnt a fraction of everything going on in the city. It is a lot of work and headache just to try and help people in this city.

Were there other people there counting votes who did not work for the county clerk?
