Where's the father of the child? Does he agree to this arrangement?

she is not able to keep a stable home and has problems trying to get a job no matter how many jobs she applys to. and my sister goes from home to home for places to sty at

Why is the child living with stepmom -- is Dad living there, also?

Why is it best for the child to move from her home?
