What is the name of your state (only U.S. law)?
Oregon.

My question is this:

I have a time share that I'd like to use as a prize
in a drawing or raffle. I'd like to sell x amount of
chances to win for x amount of dollars.

The winner will receive one week free at my time share
resort.

How can I word this, or how should I "put" this?

I run an internet business and have a large list
I'd be sending this offer to, so I guess it concerns
Internet Laws too.

Any help anyone can give will be very much
appreciated!

You can't "word" it any way.
It's illegal. You can run lotteries / raffles as a private enterprise. Certain charities are allowed to do so with great restriction (it takes a permit from the state).

As for your so-called "internet" business, you better hope that is a list of people who want to receive your illegal solicitation (especially if any are in your ajoining state of Washington), unless you want to lose your ISP and a bunch of civil actions for spamming.
