Is it legal to personally fund a raffle that would be used for personal use, i.e. to pay off bills,? Grand prize being a chance at $1000.00, selling "X" amount of tickets for $10 each?

**A: is gambling legal in PA? If no, then NO.

I think you need a license to hold a raffle, but hopefully someone else will chime in with more clear info

In PA you would need a special permit, so you must have a valid reason, your personal use would not be one. Then you must give a guaranteed prize, not the CHANCE at one.
