Does the Board of Corrections up-grade the RE-4 code upon appeal if the Council of Review Boards in Washington approved my up-grade. I won my case in Washington last year.

I went into the USNR active in 1989 when I was 17 and was sent overseas to the country of Bahrain. I had no drinking experince with beer or spirits before the Navy.
When I was overseas:
I was in a country that allowed 18 year olds to drink. I was searved spirits on the ASU (American Support Unit) Base, and soon developed at habit for drinking.
With me legal to drink as an 18 year old, I soon found myself drinking with the older NCO's that had more exp than me.
I had a very low tolorance and was soon over my head. I went to Capt. Mast for being passed out outside the Base NCO club......that had been serving me all night. Alchol offence 1.
I was offered no Alc help from my command. I served my time in Bahrain and went to my new command in NAS Ceicl field.....I was now no longer legal to drink in FL....I was caught drinking on base at the Crows nest......Alc offence 2, I went to Capt. mast ect again no Alc. help from the second command just Non-judical-Punishment.
I went back overseas for Desert Storm and was back in countries like Egypt and Turkey that young men could drink legal.( recieve my beer ration 3 times for sea time...on USS JFK. Near beer yes but it was still beer and I was still 18 and I felt the Navy was sending me a message that Navy men drink.
When we returned I was now a drinker but still under age...got caught drinking beer provided by my LPO.... at the BEQ.
Now I had still never been offered any Alc. help...anabuse nothing ect just UCMJ.
The Capt tried for a pattern of Mis conduct but was denied by Washington because he used my 1st UCMJ from my Barhain command with the 2,3rd Mast from his command. So to get 3 UCMJ offences from one command he re-took me to mast with out me having any new offences.
He said I gave his a look of "silent insubordination" so now you have 3 mast from one command.
I wanted to fight the mast but was told I could face brig time if I lost.
So I took my OTH RE-4 HKA and lived my life.
I went to the NDRB last fall for a Review of Discharge ND05-0042 and won my case for an upgrade to General Under Honorable. The board found it odd that my neather Commands ever offered me "DAPA" nor any other opptions to help with my drinking problem. I had lived an unblimmished life for 14 years....2 degrees BA History, Masters Degree in Education ect.
I do not drink...and no arrest record out of the Navy and teach in an inner-city ISD in the Dallas-Fort Worth area.
Now there is the story....yes I did drink....no one tied me down ect.
Now I would like the RE-4 changed to an RE-3 and or the HKA changed in order to join the Texas National Guard. I have sent my DD-293 to the Board of Naval Corrections with the findings of the Council of Review boards with my OTH upgrade.
I was a good kid but looking back I was what you would call a "sea lawyer" so not many of my LPO's or Officers wanted to stick up for what even they called off the record ...me getting a raw deal.....and the Tail Hook scandal.....and the Navy changing it's immage about condoning excessive drinking ect all came into play as well.....
