Since the thread got closed so quickly, I did have one more comment....
State assistance for daycare is not a "discount". If, for example an employee got 85.00 of state assistance towards a 125.00 daycare fee then the employee would in fact be paying $40.00 for daycare. That is a form of welfare, not a form of a discount. If the company's policy was that each employee got a 20% discount on what they actually paid, then it would make sense for the employee to get an 8.00 discount rather a $35.00 discount.
