we have moved into a subdivision in the state of Alabama. when we bought the land there was a covenant but no homeowners association. all lot owners recieved a letter from the developers stateing they have signed the roads over to lot owners and now want to have a homeowners association. no one was ever told when bying the land that a homeowners association would be formed. we have been told that we do not have to accept these roads. also have you heard of federal interstate land sales full discloser act of 1969. any help would be greatly appreciated

My question is where can I go on the internet to find the federal interstate land sales full discloser act of 1969.
I need to know if our developers were obligated to disclose their intent for our subdivison. If you know of this act, would you please help me
