My sister & I own a house together. She recently got married and now we are selling the house. The buyers want him to sign a quit claim deed and he is out of state, in a submarine, under water. Is it neccessary for him to sign this? They have only been married a couple of months and he has not put any money in the property.

No, it is not required since he is not the owner. Escrow may require him to sign a waiver of any curtesy rights though that he may have through your State laws.
