real property damaged due to TN state entity

and they have sent a claims form of which I finally have ready to return to them. This has taken roughly five months.

Does TN have a law which requires a notice of intent to file suit in such matters? If so, how much time does one have to file such a notice and with whom (only the state entity which sent a claims form?) should it be filed or served?

Are there any other potential landmines or torpedoes that can reesult in what should be a simple damages claim, procedurually dead?
