What is the name of your state?NJ

I was planning on going on a cruise to the bahamas next year, the thing is 4 or 5 years ago I stole 1000 from a gas station I worked at and ran away (real stupid i know) I recently turned myself in and the only thing the judge had me do was talk to the owner and pay him back, he never said i was on parole. The owner arranged from me to payhim in installments until it is all paid off. The judge said once this is done he will drop the charges. Can I apply for a passport now, or do I need to wait until its all paid off? Even then will i be denied??

My response:

So, while you're saving up for your trip, you're also making payments to the gas station owner?

Actually, I would not be able to save up for the trip until its paid off, I was talking about APPLYING for a passport, the trip is still a year away I only owe another 400 to the gas station.. but thank you for your concern....
