Really Need Help with Undestanding Term (Please!)

I had to sue the MO DOR to get "quiet title" to a motorcycle. I took a title that was signed by a previous owner, but never recorded to the new owner. Legitimate title and sale. I lost the signed title. I could not contact the guy I bought this from or the person appearing on the title. Looked up public records. Consulted the manufacturer to see if they had any records. No luck. The DOR would not take my word.

I was told to go court and sue the DOR. I filed and went to court yesterday. The judge swore me in and I gave testimony and offered all of my documentation that I had, in fact, tried to contact the Owner of Record. Gave my notes, the returned letter from the USPS... DOR sent a letter saying that they were not sufficiently familiar to render an opinion, but relied on the court and directed that if I was to be awarded title that I pay the sales tax.
So after I read my statement, the judge said: "OK" and told me to complete a memo
(Missouri Form # CCOPR47) saying: "Cause called, heard & submitted". I provided my address on a business envelope, received two copies and sent on my way.

I know this is really stupid, but what does: "cause called, heard & submitted" actually mean. Is the DOR directed to give me title or not? Thanks so much for your help.

PS As m y wife has told me. it would have been easier if I had just done as I was told!
