Rear Ended on Interstate Due to Police Negligence

What is the name of your state (only U.S. law)? Alabama

I was driving down the interstate tonight. I was driving about 65 during Rush Hour, the speed the cars in front of me were going. This cop passed me in the right lane. He started driving insanely close to the car in front of me, swerving to the side to try to indicate he wanted to pass (I assume). I was (as always) driving about three car lengths behind. All of a sudden, the cop turned on his lights (which somewhat startled me) and slammed on his brakes (for what reason I don't know). I believe he was trying to pull off the road. I pushed my brake pedal to the floor and avoided hitting him, but the car behind me rear ended me. The car was driven by immigrants that couldn't speak English with no insurance, and their car was totaled. Another car ended up in a ditch, no telling how. My truck (an SUV) was pretty much ok. I have minor medical expenses (so far). I am fully insured and should be fine, but what about the other people? Was the cop negligent? Could the immigrants possibly bring a case against him? Alabama uses the contributory negligence standard, so I don't think they have a case to recover damages against the cop. Do I or my insurance company have a case against him? Could (and should) he be punished?
