Reasonable repairs request

Can someone tell me what reasonable repairs are for a landlord to make? We moved into our townhome in June '04 and have had maintenance here atleast 2 times a month for various repairs. But each time they come over I am told "it was made cheaply and we can't fix it". They do this with EVERYTHING! I don't think it is unreasonable to expect electrical outlets that sparks when you plug things in to be fixed. We also have railings on the stairs that don't stay tightened, there is no padding under the carpet on the stairs and you can feel the carpet nails or staples coming up through it when you walk on it. We also have had problems with our 2 sliding doords leaking cold air from the top, the baseboards in our bedroom leak air so badly that we keep pillows on the floor to block some of it.
We are in the process of purchasing a home, however, we were told we can't move out prior to the lease expiring or we will have to pay the deposit and first months rent back. There was a No rent, no deposit special when we moved in.

Any advice on whether these repairs should be required to be fixed would be great. Also how long do they have to do a repair?

**A: those items would be landlord responsible items covered under the L/T law.
