What is the name of your state (only U.S. law)? New York

I went to the dentist last week for some mouth X-Rays. The receptionist was the one who took the X-Rays while the dentist was in another room. The part of the machine that shoots out radiation was about a centimeter away from my mouth, way too close compared to past X-Rays of the mouth. As a result, my tongue felt numb ever since. I'm from New York City. Is it legal for the receptionist to take mouth X-rays without the dentist watching?

The x-ray machine is supposed to be right up against your face.

And the receptionist is likely also a dental assistant and so allowed to take the x-rays.
