Recoup Water Line Costs

I am installing a one half mile water line to a 35 acre parcel of land that I own. My 35 acres will be subdivided into 7 lots. However, I have been approached by four separate owners of land adjacent to my 35 acres. They want to tap into my line. How do I begin pricing? agreements? limits on use?
The line will cost me approx. $320,000. Can I recoup the investment?
