What is the name of your state (only U.S. law)? PA

Under what circumstances can it be asked of the court to have the defendant reimburse a plaintiff their legal fees?

Edit- in regards to a custody case.

It can always be asked.

Whether legal fees will be awarded depends on the judge and the circumstances.

It's a rather standard request. Most often, it will be awarded if one party has no resources due to the actions of the other party; or if the other party has deliberately slowed the process down, resulting in increased legal fees.
