Recruiter Misrepresented Insurance Coverage

First, I am not sure if I am in the correct forum.
I recently (6 months ago) started a new job. I negotiated my employment through a Recruiter. I asked about Short Term Disability during the negotiation and was told in writing by the Recruiter "pre-existing conditions will not be a factor as long as you sign-up when you start".
Fast forward to 4 weeks ago where I have been recommended for back surgery. I have been informed by my employers Short Term Disability Insurance carrier that there is a pre-existing clause in effect. The clause will not fully cover any condition until I have been employed for a complete 12 month period. The plan will only cover a maximum of 45 consecutive days of disability within the first 12 month period. I have been informed by my surgeon that the recovery time will be between 10 - 12 weeks. This leaves a short fall in coverage of 4 - 6 weeks resulting in No Income until I am able to return to work.
I believe that the Recruiter misrepresented the coverage. The Recruitment firm was working as an agent of the engineering company and should be liable for the disability income beyond the 45 days.
I need to know, What type of lawyer to contact? And, In what specialty would they be practicing?
