After my grandmother passed away her house and property was given to her surviving children and grandchildren with equal shares. Her daughters have publicly given up all claims to the house and land, leaving it to her three granddaughters.
My younger sister and I paid the back taxes on the property to keep it from being sold for delinquent taxes. Somehow the taxes were not paid for the city and it was sold at auction. It appears that we paid the taxes on some other property which does not surprise me considering how much trouble we had at city hall trying to get the utilities turned on, they could not find the street address for the property.
We received a noticed from the collector about a Redemption Certificate. If I understand it correctly all we have to pay to get the property back is pay what the bidder paid plus interest.
My question is: What can we do about the fact that we may have paid taxes on someone else's property? Can we insist on a refund?

You will not get a refund.

You can demand payment from the owner of the other property (and sue him), but it is very unlikely that you will get something, given the fact that he did not pay his taxes ...
