refinance problem after closing

We closed on refinance May 9, had until 12th to cancell. was suppose to receive monies by May 14. Mortgage broker
informed us on the 14th he did not get the payoff note
yet so therefore we are at a stand still. I would like to know if there is any way I can cancel this deal. I thought the payoff note should have been taken care of before closing. thank you regina from new york state

You can cancel but will have to pay fees to everyone.
