Refinancing a vechicle

I am divorced and while I was married me and my then husband purchased a 94 Blazer. When we separated in 1999 he kept the vehicle and has been making the car payments. I recently went to buy another car and was told that in order for me to get another car the 94 Blazer would have to be refinanced into my ex-husband's name. The loan is in both our names. The problem is that my ex-husband does not have a driver's licence. My question is how can I have my name legally removed from the previous car loan and if my ex does not have driver's license can the loan be refinanced into his name? Will I be legally responsible for the car loan if he does not refinance? We live in Pennsylvania.
