You withdraw and claim they broke contract, requesting refund.
They send you letter, indicating they met contract, you withdrew for your own reasons, and per the contract you are due some small portion or nothing back.
You say that's ridiculous, you want everything back, and say you want to sue
You figure out how much time and effort it will take, for the minimal return, and when looking at the facts the way an impartial third party might, you come to the conclusion they university may be right....or it's just not worth it, and you move on with life. Or, you somehow get to court and either loose, or get some partial settlement which works out to 79cents per hour of your time. You're madder now, feel you've been wronged, and realize you've wasted a lot of time and money.
