What is the name of your state (only U.S. law)? FL

What are the laws regarding a website holding funds for a purchase they couldn't deliver on? I tried to buy a plane ticket and the flight was unavailable. The co. took my money and won't give it back until, they say, a holding period has passed- but they didn't even give me the product! Now I don't have the money to make a valid purchase!

Sounds like an authorization was processed. Call the company that owns the website you tried to get the ticket through, and tell them that you want the authorization lifted. They can call your card company and ask that the authorization be removed. Sometimes you will have to be on a 3-way conversation with the airline company and the bank that owns your card, but they can normally get the authorization dropped immediately.
