My superior has refused to give me a testimonial due to the fact that I handed in my resignation soon after a company sponsored course. She says I broke company trust and they see no reason to help me out ever again. Is it legal for her to do so?

Many companies do not give out more than "Joe worked here from 1996-1999", and that's all. Get some co-workers to give references. But I can see how the boss was upset and won't help you out. Petty and mean, and short sighted, but legal.
