Does a landlord or(propery managment) have the right to refuse a rent payment even if it is on time?

We are currently disputing a $250.00 fee for carpet cleaning that occured in a previous apt in the complex.

The landlord sent a note after receiving our timely payment saying they are refusing our rent and charging us late fees until the $250.00 is paid in full. This is after the debt has been turned over to a collection agency.

Evidently, you withheld some rent over a dispute about fees, and you should never do that.

Precise rights depend on your state law, but in general, fees are like rent, and anything less than full payment can be rejected.
