Regarding Birth Certificate

What is the name of your state? OH

Don't know if this is the right place to post this question - a friend of mine is having a major issue and has been basically kicked out (he's above legal age). Recently, he asked them for his birth certificate and they basically told him that they paid for it and refused to give it to him. He's tried about 3 times now, each time being refused. It is urgent that he get this ASAP. What action can he take?

Also, his parents are also witholding over a thousand dollars of his money and refuse to return it, and flat out told him he would have to literally sue them for it. Any suggestions?

He can order a certified copy of the birth certificate from the county of his birth and bypass his parents.

How is the money they are holding "His". Is this a bank account? Whose name is on it? Surely he didn't leave $1000 IN CASH lying around?
