If his driver's license was suspended, then the National Driver Registry would block him from getting licensed elsewhere.
I have to wonder if that is actually the case. I have run into many people with suspended NY licenses who apparently went out of state to get another license.

Bit confused.
You said that you moved back to Cali. Why not just send the NY plates back?. After all you would have to hand them in when you get Cali plates.
Or am I missing something?
Nope, you're right. I wasn't sure if Ca would let me register my truck since the plates were suspended in NY, but they will. And no, I never moved from Ca.

If NY had flagged them in the NDR, they shouldn't have been issued. If they run out prior to actually getting in the system, they will usually be caught at their next renewal time.
