Release of Body from Pennsylvania to Ohio

I have a question? My uncle was sent to the closest VA hospital to us which ended up being Pittsburgh, PA. He died yesterday and they are telling us that we can not bury him for 2 to 3 weeks when they get the paperwork completed. They will release the body to the funeral home for a viewing but, then my uncle will have to be cremated until they release him to be buried? Is there nothing that can be done so that my family can work on getting this taken care of?`
