They are not going to hold it for you. And even if you did hold it you could be considered married. If you don't want to be married then don't have the wedding. Don't get the license. Then they could get the license whenever they were ready to get legally married, and then get married a city hall.
I was reading this however as though they already got the license. Which means if they go through with it, they would be married. And most clergy won't hold a symbolic marriage unless the couple is already married. So they could recite vows without ANYONE to officiate.
