After a tenant in a rent-controlled apartment moves out, what is the amount or percentage that the landlord is allowed to raise the rent (in California)?

Rent control in California is by municipal option, but I thought that I heard that vacancy decontrol was made state-wide. This means that when an apartment becomes vacant, rent control no longer applies, and the landlord can set a new base price to whatever he wishes.
