My landlord is going to totally relandscape the front of my hous (new lawn, schrubs, etc). She wants to increase our rent to cover the costs of a gardener to come in weekly to mow and feed the lawn and prune etc the schrubs and any new plants. Is this Legal and should I say no I won't pay for her improvements on her property?

If the landlord is not constrained by rent control or by a lease, then he can increase the rent for any purpose.
