My rent is due on the first. If I send it certified mail, return receipt on the 1st is this considered timely?

If the rent arrives on the 1st that is timely, mailing on the 1st will be un-timely

In this day and age! with the name given to our Postal service of Snail Mail!!!
No way! On the first is the first unless your lease has a special clause.
