rental car company ran up my credit card

I live in California and was in a car accident three months ago. The accident was not my fault. The other party's insurance co. sent me to a car rental place. (It took my car about seven weeks to be repaired.) The insurance co. paid for four weeks of car rental, and the car rental place took it upon themselves to charge over $950 on my credit card. This took me over my card limit. The credit card company now is asking for a payment of $626. In addition, since I'm over the limit, my annual percentage rate has jumped from 19.400% to 24.490%. Does the car rental place have a right to run up charges like this on my credit card? (I gave them my card at their request, thinking that it was only for identification purposes.) Shouldn't the credit card people have declined charges that would have put me was over my limit? Does the credit card company have any culpability in this? I never gave anybody permission to put these charges on my card. What can I do?
