Can a rental agency change it's parking policy without notifying tenants? We used to receive a warning notice if our rental car did not have a parking permit. Now they just tow the car without any notice. Can I deduct the taxi & towing fees from my rent?

I live in California.

It was parked properly in a stall. In the past when we brought home a car rental late at night and the management office was closed. We would go the next day to get a temporary permit.

Find out what their policy is. Maybe it is to tow cars that do not have permits period. And they gave you warnings to be nice and you depended on the warnings but that was not their real policy. Read the House Rules.

Basically, the House Rules rule, especially if they warn you that your car may be towed.

However, if they have established the practise of giving warnings, then they have to give you (in California) 30 days notice of a change in the rental terms.

No, you cannot deduct anything from the rent. That remedy in California is specifically restricted to a list of problems that render the unit uninhabitable, and you must follow a specific procedure including notice to the landlord, and time lines.
