What is the name of your state? IN at the time

I went to rent an apartment in Indiana and was told that I had an outstanding debt a previous apartment complex. The amount was minor $155.00 cleaning fee, but the new complex would not rent until the matter was taken care of.

I checked my credit report and there was not collection etc..., and inquired where this information came from. I was told there is a database apartment communities use to inform each other about skips and residence history. This collaboration of information is not available to renters and is used against people. There was no recourse for me but to pay. The information was deemed as fact and would have prevented me from renting. Is there any law the protects the renter from this situation?

Industries use private databases all the time, including medical, insurance, airlines, banks, etc.
