Hi. I filed ch. 7 last year and was discharged in December. I screwed up again and incurred another debt. I know it's a dumb question but can I reopen my case and add a new creditor?

Are you saying you incurred a new debt after filing, or you just now realized that there was a debt you forgot to schedule? If the latter, what kind of debt are you talking about, and was yours an asset or no-asset case?

Post-petition (that is, after the filing date of your case) debts are not affected by the bankruptcy case at all. Furthermore, you cannot receive a discharge in a case filed within 6 years after last year's filing.
