I HAVE BEEN COMPLAINING ABOUT THE REPAIRS NEEDED TO MY APARTMENT (AS THEY CONTINUED TO MULTIPLY IN NUMBER) SINCE LAST YEAR. I TOLD THE ASSISTANT MANAGER (AFTER THE MANAGER REFUSED TO SEE ME) THAT I WOULD NOT SUBMIT ANOTHER DIME TO THEM UNTIL MY REPAIRS WERE DONE. SHE FILED A DISPOSSORY ON ME AND WE WENT TO THE HEARING. I DID NOT EXPECT TO END UP WITH ZERO RENT OWED BY ANY MEANS, BUT I WANTED SOMEONE TO HEAR MY COMPLAINT AND LISTEN TO EXACTLY WHY I HAVE WITHHELD RENT.
THE MANAGER LIED AND SAID THAT I DID NOT TELL HER ABOUT THE REPAIRS. I DID, WHEN I TALKED TO HER ABOUT THE 4 RENT MONEY ORDERS SHE MISPLACED BACK IN MARCH. I TOLD HER ABOUT THE HOLES UNDER MY SINK, MY BATHROOM FLOOR PEELING AWAY FROM THE TUB, AND THE BUGS COMING IN THROUGH THE CRACK IN MY BACK DOOR.
THE MANAGER SAID THAT SHE ASKED HER STAFF IF I HAD EVER COMPLAINED AND THEY SAID NO. OF COURSE THEY DID, SHE YELLS AT THEM (THERE ARE WITNESSES) AND THEY ARE AFRAID, SINCE THEY LIVE ON PROPERTY, THAT IF SHE FIRES THEM, THEY WILL BE EVICTED AS WELL. WHEN IT WAS MY TURN TO SPEAK AGAIN, THE JUDGE REPEATEDLY THREATENED TO SEND ME TO JAIL FOR CONTEMPT OF COURT IF I SPOKE AT "ANY TIME OTHER THAN WHEN SHE TOLD ME TO". SHE WAS EXCEEDINGLY RUDE, BUT YET LISTENED TO EVERYTHING THE MANAGER HAD TO SAY (MORE LIES), EVEN THOUGH I HAD PICTURES OF THE RAT HOLES, UNEVEN GLASS IN MY BACK DOOR THAT LETS OUT MY HEAT, ETC. SHE TOLD ME I SHOULD HAVE MOVED -- I TOLD HER THIS IS LOW INCOME HOUSING, SO I DON'T HAVE 1500-2000.00 LYING AROUND. SHE TOLD ME I SHOULD HAVE DONE THE REPAIRS MYSELF
AND DEDUCTED IT FROM THE RENT -- I TOLD HER THAT I CANNOT AFFORD TO DO THAT BECAUSE I WOULD HAVE STILL BEEN IN COURT FOR THE RENT MONEY. THE MANAGER'S LAWYER BROUGHT UP THE LATE RENT FROM LAST YEAR, WHICH THE JUDGE TOOK INTO ACCOUNT. HOWEVER, SHE WOULD NOT LISTEN TO ME CONCERNING A LOST MONEY ORDER FROM LAST SUMMER THAT THEY CASHED AND CANNOT FIND THE MONEY. THEY ARE HOLDING ME RESPONSIBLE FOR THEIR MISTAKE AND HARRASSING ME ABOUT THIS 500.00 -- YET THE JUDGE REFUSED TO LISTEN. I ALSO AM NOT UNDER A LEASE AS OF AUG 1999. THE MANAGERS NEVER RECERTIFIED ME. THE JUDGE SAYS THAT THE OLD LEASE SHOULD STATE THAT I AM STILL UNDER THOSE TERMS UNTIL I LEAVE. THE OLD LEASE DOES NOT SAY THAT. THIS IS A TAX CREDIT PROPERTY, AND YOU MUST RECERTIFY EVERY YEAR TO VERIFY YOUR INCOME SO THAT YOU MAY STAY. THEY NEVER DID. I AM NOT SURPRISED, SINCE IT TOOK THEM 30 DAYS TO GET ME IN ON THE ORIGINAL LEASE (THE PAPERWORK SAID IT SHOULD TAKE NO MORE THAN 7). I WAS NINE MONTHS PREGNANT AT THE TIME.
THANKS TO THE JUDGE'S DECISION, I NOW HAVE UNTIL FRIDAY, MAY 19 TO PAY 1300.00 (SHE MADE ONLY 95.00 IN ALLOWANCES FOR THE REPAIRS)OR GET OUT. IF I PAY THE 1300, THEY WILL STILL PUT ME OUT. IF I DO NOT, THIS EVICTION WILL BE ON MY CREDIT REPORT IN THE FUTURE. I AM NOT THE ONLY TENANT WHO IS BEING TREATED BADLY AT THIS PROPERTY. MANY OTHERS HAVE COMPLAINED ABOUT REPAIRS, THEN WE HAVE ALL WATCHED AS NEW GRASS IS PLANTED ON THE PROPERTY, THE STAIR RAILINGS ARE PAINTED, AND CEILING FANS ARE INSTALLLED IN THE NEWLY VACANT APARTMENTS. THERE SEEM TO BE NO TENANT RIGHTS ORGANIZATIONS AT ALL IN GEORGIA.
