My college parking permit was stolen.

I received 14 $25 each parking tickets from the campus police as a result back in 2001 in California.

The tickets turned into $61 each and are still open on that car according to the ticket processing place. They have stopped increasing in cost.

I never paid the tickets, sold the car to someone who knew it had fines on the registration, (but I don't know if he paid them) and I moved to another state.

The ticket processing company says that as long as I did not file the paperwork that would keep the fines on the car with me, (which I did not) than they would have transfered to the person I sold the car to and I don't have to pay anything.

I called the DMV and there are no holds on renewing my California license. There are no tickets on my license, in fact, I did renew my license before I moved out of state. I did not give the DMV the license plate number and ask them directly if I am still responsible for the tickets (I want to avoid this).

Questions:
Do I have to pay for the parking tickets? Or better yest, am I still responsible for the tickets? Since the car is not in my name anymore, are the tickets still attached to me?

Will the parking tickets turn into warrants if they are not paid?
