What is the name of your state (only U.S. law)? Virginia

Over a yr ago my ex had my car with my permission. He was making payments 4 awhile but fell behind, I couldn't keep them current due to financial setbacks. Went into repossession. I demanded car back, he refused to return it. He took it to Canada. Repoman tried to get it where he lived but it was gated and security refused to let them in. He eventually let his daughter drive the car. I told the repoman where they could get it. He refused to go because his daughter lived on a college campus. I don't understand why they wouldn't go and pick it up. They also knew where she worked and later when she moved to a new job they knew(I informed them) but always refused to pick it up.
THe recovery agent contacted my ex's parents and they told her a pack of lies about not having the car and several more lies that had nothing to do with the vehicle but the recovery agent asked me about them nonetheless. She told his parents that their names were on the loan which provoked them to file a police report. The detective dropped the matter when he found out their names nor my ex's was on the car loan like the recovery agent said. To me this was unprofessional and had nothing remotely to do with the car as far as I can see.
AS of right now I live in a state homelessness. I found out recently that the recovery co hired by the bank is no longer handling the recovery. So I'm wondering what the bank is doing at this point. If they've hired someone new, etc. They haven't called me. Thats the only way to contact me or through email.
I've contacted law enforcement and the magistrate about a warrant. I cant take a stolen vehicle report cuz he had permission, cant take unauthorized use warrant cuz he doesn't live in the same state as I, I really don't know where he lives. I've been advised I can give his parents address but that is about 8 hrs away, I cant drive that far, don't have the money. I don't have money for a lawyer to handle it.
My biggest concern is them taking a hindering a secured creditor warrant against me. I've real alot about that online. Been told they will probably make me responsible for the entire balance. I work 4 myself and dont file taxes.
Would they just wait til I have money and take it?
Dont know what 2 do with ex til I find him and have money 2 sue him.
As 4 bank what can they do other than take me 2 court? With no money of my own could they garnish my husbands wages or take stuff he owns? I've had debt collectors in the past tell me they could take family members property etc. to pay my debts. Thanks for input and/or advice.

P.S. car is tagged and registered in NC, bank is in NC. Been told by DMV I cant remove insurance or tag if someone is driving it. I'm in VA.
