Does anyone have any links regarding who can represent a deceased individual regarding appealing their Medi-Cal application. I know for SSI appeals anyone with an interest can represent the deceased individual. That is in the POMS manual, but I can't find anything similar in the California Code of Regulations regarding Medi-Cal applications.

Also does anyone have any criteria in regards to timeliness of reopening a denied Medi-Cal application based on new medical evidence and/or worsening of condition - ie. If I applied for Medi-Cal in Jan 2000 and was denied and I did not appeal the decision, but later found out that all my medical records were nor used to make the decision, can I ask for a reconsideration 3 or 4 years later.
