What is the name of your state? VA
Not sure about this but here goes. Feb 2003, VA CSE intercepted my 2002 VA State Tax Return regarding alleged arrears. I hired a local atty and filed an appeal directly relating to the arrears and the issue of my intercept tax return. This process took the better part of 8 months to complete with VA CSE ruling in my favor.

However, VA CSE is refusing to return my tax refund stating that they already dispersed it. I have checked the state statutes and found that if a CSE administrative hearing "ruling" is in favor of the defendant, me they are compeled to release the refund. I have some info that appeals regarding intercept returns are sent to the circuit court. Can anyone give me some guidance on how this works or anyway I can file this myself? thanks!
