Residential address verification

What is the name of your state? MI/FL

Custodial Parent (MI) is seeking a Show/Cause Hearing for Non-custodial Parent (FL) for failure to pay Child Support. Previous attempts have failed until the last attempt in late 2006.

Since then (and after 90 days probation and payments), the payments have stopped.

The issue for this thread is the Verification of Address... or lack thereof, in this case. NCP has not moved house but has, somehow, refused to aknowledged his address... rendering CP's file for a Show/Cause hearing moot. The courts cannot do so without notifying NCP.

How is an "address" verified (or not)? How can one "lose" verification if they have not moved? Perhaps simply refusing mail or Return to Sender or changing address to P.O. box?

How would CP be able to "verify" NCP's address... considering that we know where he is?

Any hwlp would be appreciated.
