I live in Brooklyn, New York.

Recently, my down stair is having a leaking problem, and said it comes from me.
I want to ask that if i not allow the plumber get in to fix the problem due to the personal excuse. Do i have all the responsibility for the damage from the leaking?( I own the property). Thank you

Are you kidding? You are refusing to fix a known problem that is causing damage to someone else. Of COURSE you are responsible.
