The state is California, Iam in the process of having a restraining order served on my cousin, what if the sheriff is unable to serve him. He hides out, what should I do?

Keep copies with you in your car, at work, at home, etc. If he shows up, get away to safety, call the police or Sheriff, and inform them of the order and they can serve him.

At some point he'll be served. You can also hire a process server who can utilize alternative - and legal - means to ensure service.
