restrictions while on probation(juvnile)

I have a daughter juvenile that is in a medical recovery program alanta insight. She started the program on april 5th. on april 19th she was put on juvenile probation and now the probation officer is claiming that she can not be out after curfew even if she is with her counselor. the philosophy of this program is to teach the kids in these groups how to have fun with out smoking pot. these are group meetings with the counselor(s). I don’t understand why the court would have the right to intervene with a persons medical treatment.
