When an employer does a retroactive pay cut can they also cut the pay on accrued vacation time? Or is the vacation time supposed to remain at the rate in which it was accrued?

Do you really want there to be a law that requires that PTO be paid out at the level when it was earned? What happens when you get a raise? Will you be willing for PTO to be paid out at the lower rate?

In any case, PTO is paid out at the salary in effect AT THE TIME IT IS TAKEN. NOT the salary it was at when it was earned.

There may well be an issue with retroactive pay cuts but since you didn't ask about that I won't address it.
