What is the name of your state? sc i deposited a check in my bank account 08/22/03. On 03/22/04 !!!! the deposited item was returned for payment. Is there no legal deadline for such action to be taken? This action is taking place 7 months after the deposit was made.

What EXACTLY was the banks response when you asked THEM for a reason why they waited so long??

Then, when you return with the answer to that question, we can answer as to whether it is a valid excuse or not.

the returned deposit item was not presented to the bank for payment until 7 months after i had deposited the check. in fact the account had been closed shortly before the returned deposit was presented for payment!!!!!!!!

What kind of check was it? Government checks can come back years or months later. If it was a personal check, the bank could have misplaced it somehow and didn't send it to the other bank until just now...
