I live in Pennsyvania and have legal physical custody of my daughter. Her father had her for a vist and would not return her due to us leaving the state for a small vacation that he had already been notified of prior to the departure date. Does he have the right to keep her from me and not return her.

No, he cannot just not return her. Have you contacted your atty yet? If you do not have one, I would suggest you get one. You may also try calling the Police Dept and having them go with you to your ex's home to pick your daughter up and carry a copy of your court order with you. This is interference of custody and the judge will not like this at all. The police may not be able to make him hand her over to you, depending on if they have policies in affect and how they deal with it in your municipality, but they will make out a police report that you will be able to supply to the court for proof/evidence of contempt of court.
