Is it legal for a bankcard rewards program to offer a reward for travel from US 48 states to Alaska, but not from Alaska to the US 48 states? And even if it is legal (as they can do whatever they want), is it ethical?

Lastly, if a company representative confirmed information contrary to their policy, can they be held bound to the info provided by the rep of the company?

Yes it's legal.

Doesn't make much of a difference, does it?

Only if you get it in writing from someone that has the authority of deviate from the company policy. Otherwise, no.
