I live in Oklahoma. Took boat in for motor repair at shop. Went back two weeks later and found the top of our boat totally destroyed. We were never called on this incident. When asked what happened, mechanic-owner said there was a badstorm and our top was destroyed. This was on his property, at his business. There were about 30 boats on this property with ours and no damage was done to any other boats. Side by side, same kind of canvas tops and even weaker. Is he liable?

He is liable to you. Check your small claims court jurisdiction for the maximum amount allowed under that. If the damage is over that amount, call your local superior court and file a claim through that court.
